east orange county water district
East Orange County Water District (EOCWD) is a small retail and wholesale water district in an area that covers in East Orange and North Tustin. When the Orange County Sanitation District decided it would no longer operate the pipes in Sewer Area 7, EOCWD submitted an application to assume control of the sewer in this area. The map was nearly a perfect overlay with the EOCWD existing service area.
A large nearby water district also submitted an application to assume control of the sewers. Comm LAB worked closely with EOCWD staff, board members and community members to educate the public about the benefits of a small local water district obtaining control of the sewers.
Comm LAB not only provided community outreach support, but we assisted with government relations, media relations, graphic design and video production services. In a “David v. Goliath” resolution, EOCWD proved that community support could really make the difference. Nearly 100 local residents attended the public hearing wearing matching orange shirts and testifying in support of EOCWD. In the end, EOCWD received a majority of votes and currently operates and maintains the sewers in its service area effectively and efficiently.
